Ironically, in the new SW rpg these guys are actually kind of dangerous.
The needs of a game and a movie are different. In a movie, they can't hit because they need all the main characters. The main characters can hit because they don't need all the stormtroopers.
In a game, they need to be effective enough to be a challenge. If they aren't dangerous than the game isn't much fun.
