As with most cosplayers the costume is amazing, the cosplayer a knockout, and I have no idea what the character is.
I'd guess one of the Crystal Maiden outfits from Dota2, but a lot of the Dota2 heroes are taken from elsewhere, and the odds of me actually knowing one of these is diminishingly small.
