In recent years we've learned that Titan's upper atmosphere can contain "complex organic molecules." We also learned that the lower atmosphere can do the same. Nasa.gov.
This elevates the possibility that Titan may contain some life forms, primitive or even microscopic, but life nonetheless. If we can find simple life there it makes a good case for life elsewhere. Two concepts crop up from that understanding. Either we, like the Emperor of China who ended all overseas trade and expansion, call a halt to any idea of exploring and colonizing other worlds (this might also be the prime directive); or we understand that life is abundant through the galaxy and we embrace the idea that it is the natural order of things for one species to expand beyond its biodome.
